Kerry Patrick is an agent of the Canadian government’s Department H, which oversees all of Canada’s superhuman activities. Kerry was assigned as the government liaison to the superhero team Alpha Flight. He frequently argued with the team’s military liaison, General Clarke, who had a much less positive attitude towards the team than Kerry did and who tried to exert more control over their operations.
Fabian Nicieza mentioned on an episode of the CEREBRO podcast, hosted by Connor Goldsmith, that during his stint as the writer on Alpha Flight he had intended to reveal that Northstar is gay with a domestic scene showing Northstar returning home to his partner Kerry. Nicieza left the book before that happened, and Northstar’s coming out happened very differently a few issues later (in Alpha Flight #106).
Since the reveal of Kerry being gay never ended up happening on-panel it is not official canon, but as no one else has used the character since there is also nothing to contradict it. There was one brief hint at Kerry’s orientation during an argument he had with General Clarke. When Clark brusquely dismissed his opinion, Kerry remarked that it wasn’t a good way to start their relationship, and Clarke sarcastically retorted that the last thing he wants is “a relationship with someone like you”. In hindsight that would appear to be the general making a homophobic dig at Kerry.
There also hasn’t been anything established on-panel to contradict the idea that Kerry and Northstar were romantically involved at some point, if a future writer wanted to bring Kerry back and refer to him as an ex-boyfriend of Northstar’s.
