Lieutenant Weiss is a Detroit police detective who was investigating the shooting of Hector Munoz, the father of the mutant known as Darwin. Weiss contacted XF Investigations since they found that Munoz had written a cheque to them the day he was found. XF’s telepathic member Monet St. Croix made an attempt to gather information from the comatose Munoz’s mind, but there was too much brain damage for her to be able to read anything, which prompted Weiss to voice his skepticism of psychics.

When X-Factor’s ally Longshot arrived to assist, Weiss was about to dismiss him as another useless psychic but changed his tune once he laid eyes on Longshot. Weiss was very attracted to him, and insisted that Longshot call him “Leslie”. The infatuated lieutenant quickly became more cooperative and friendly, and even tried to give Longshot his home phone number before he was rushed out the door so Longshot could focus on his task.
